American-made silicon for the sovereign AI factory.
Worked backwards from Intel's real business β a genuine turnaround-in-progress, the only US company building leading-edge logic domestically, now partly owned by the US government. Two things matter for us and they are real: Intel Core Ultra NPUs already run private, air-gapped on-device AI agents (proven with EdgeRunner via OpenVINO), and 18A Xeon is American-made silicon for a sovereign AI-factory grid. This is our proposal on the strong ground β on-device private agents and American compute for the garage-and-warehouse grid.
Written from public information, honestly. A proposal in pursuit β not a claim of partnership, endorsement, or investment by Intel.
Why Intel Γ π€« is obvious β in one look.
Core Ultra NPUs already run private, air-gapped on-device AI agents on the person's own machine.
π€« Agent One is exactly that on-device agent β the same stack, for every human, consent-first.
A flagship AI-PC agent that proves on-device AI sells Core Ultra.
18A is 'the most advanced process made in the United States,' and Foundry needs committed volume.
Our American garage/warehouse AI-factory grid is a distributed, US-made-silicon buyer.
Real, node-by-node demand for US-made 18A Xeon β a customer tied to every node.
You're the American, sovereign, government-backed silicon story.
We serve government, military, and veteran customers with a consent-first, sovereign posture.
An American-made, sovereign AI-factory narrative β for the customers who need it most.
How Intel wins, honestly.
We build on the real picture, not a rosy one: Intel is losing billions at the operating line as it builds out Foundry, has cut tens of thousands of jobs, and its foundry is not yet break-even. The strengths are real, and so are the risks. Every figure is public (Intel FY2025 & Q1 2026 filings) and approximate.
Roughly flat YoY β the turnaround runs on Products (client + data center) funding the Foundry build-out.
DCAI grew 22% YoY β the clearest bright spot; the underlying business was profitable ex one-time charges.
'The most advanced semiconductor process developed and manufactured in the United States' β live in Panther Lake and Clearwater Forest Xeon.
The US government holds ~9.9% of Intel (passive) β American sovereignty as a structural differentiator.
NVIDIA agreed to invest $5B and co-develop x86 CPUs + RTX-chiplet SoCs β a major validation of Intel's US capacity.
Intel's open toolkit for CPU/GPU/NPU edge inference β the software that makes on-device agents practical.
x86, on-device NPUs, and US manufacturing.
Intel's real strengths for us are the AI PC, the open edge toolkit, and American-made silicon. These are the honest ground.
x86 install base
Still the default architecture across enterprise PCs and servers β CCG + DCAI generated ~$49B in 2025.
Core Ultra NPUs (the AI PC)
Integrated NPUs for on-device / Copilot+ AI inference β Panther Lake (Core Ultra Series 3) is the first client platform on US-made 18A.
IDM 2.0 / US foundry
The only US-headquartered company building leading-edge logic at scale domestically β 18A is explicitly US-made.
US-government backing
A ~9.9% government equity stake and a US-industrial-policy mandate β American sovereignty as a differentiator vs TSMC/Samsung.
OpenVINO
The open-source inference/optimization toolkit for edge deployment across CPU/GPU/NPU β the practical on-device layer.
The NVIDIA alliance
A $5B NVIDIA investment and co-developed x86 + RTX-chiplet products β validation of x86's role and Intel's capacity.
Panther Lake, Clearwater Forest, and the AI PC.
What Intel shipped or announced most recently β the surfaces a partnership plugs into. Stated honestly, shipped vs. announced.
Panther Lake (Core Ultra Series 3)
The first client platform on Intel 18A β launched CES 2026, broad availability Q1 2026. An 18A CPU tile + Arc graphics + NPU for on-device AI.
Xeon 6+ 'Clearwater Forest'
Intel's first 18A data-center CPU (launched ~June 2026), up to 288 E-cores β US-made silicon for the compute grid.
OpenVINO + Core Ultra
The proven open stack for private, air-gapped on-device agents β CPU/GPU/NPU inference on the person's own machine.
Crescent Island (inference GPU)
A data-center inference GPU in customer testing H2 2026 β Intel is de-emphasizing Gaudi and pivoting to inference GPUs and rack-scale (Jaguar Shores, 2027).
What Intel is building toward.
Process leadership (18A β 14A)
Tan: Intel is 'going big time into 14A,' with every fab investment tied to real customers β landing external Foundry demand is the make-or-break.
Foundry to break-even
Drive the loss-making Foundry toward break-even (~2027) by landing committed external customers.
The AI PC
Core Ultra NPUs and the NVIDIA RTX-chiplet SoCs β on-device AI as the client growth story.
Cost discipline
Deep headcount and opex cuts, redirecting spend only to programs with clear strategic or financial payback.
US manufacturing as national security
Tan frames US chip manufacturing as integral to economic and national security β backed by the government stake.
The people carrying it.
Our respectful reading of public roles and priorities β so any partnership makes each of their jobs easier, not harder.
Lip-Bu Tan
CEO (since Mar 2025)
The turnaround β process leadership, Foundry customers, cost discipline, and AI, with US manufacturing as the mission.
David Zinsner
EVP & CFO
Cost cuts, capex discipline, and the Foundry break-even path.

Fab execution and the 18A/14A ramp β the US-made-silicon supply behind a sovereign edge grid.
Buy together. Build together. Sell together. Take risk together.
The proof point is real: EdgeRunner already runs air-gapped, on-device AI agents on Intel Core Ultra with OpenVINO. That is direct evidence a private agent stack runs on Intel silicon today.
Build together β Agent One on the AI PC
Core Ultra NPUs + OpenVINO run on-device inference on the person's own machine.
Ship π€« Private Agent One as a first-class AI-PC experience on Core Ultra via OpenVINO β consent-first, no phone-home, on the person's own machine.
Intel's NPUs get a flagship private agent; the person owns their AI and compute.
Sell together β American compute, two-sided
Intel needs enterprise/gov reach and US-made-silicon demand.
Co-market Core Ultra AI PCs as the human-owned endpoint and US-made 18A Xeon as the compute for the garage/warehouse grid.
The π€« Yellow Pages and directory run on American-made edge compute; Intel gets the channel.
Buy together β US-made silicon for the grid
Intel Foundry needs committed volume tied to real customers.
Source US-manufactured 18A Xeon (Clearwater Forest) and Core Ultra for Puppy One and edge nodes β sovereign, lowest cost per watt where power is cheap.
Intel gets a distributed-grid buyer β a real customer tied to every node.
Take risk together β a sovereign edge grid
Intel and the US government are betting on American leading-edge manufacturing.
Be an early 14A / Foundry design partner and a reference customer for a sovereign, consent-first edge-AI grid.
A credible American sovereign-AI-factory story β shared, honest, and built in the open.
American-made, sovereign compute β for those who serve.
Intel is the American-made, sovereign leading-edge silicon story, backed by US industrial policy. The template is clear: American silicon + private on-device agents + consent-first design. π€« Agent One is free for life to every US federal and state government employee and every past or present service member β a natural fit for a sovereign, American compute stack.
Buy together. Build together. Sell together.
The best business is fun when there is real money to be made and real value created for the people we both serve. That is the only partnership we will build β and we would be proud to build it with Intel.

What this is, and isn't.
This is our proposal, assembled from public information β not a claim of partnership, endorsement, sponsorship, or investment by Intel. Intel is not currently a partner of HushOne or Hushh Technologies. We present Intel candidly: Foundry is loss-making and unproven as a merchant foundry, and Intel's AI-accelerator position trails NVIDIA. Some product timelines (Crescent Island, 14A) are announced/roadmap. Intel, Core Ultra, Xeon, OpenVINO, and related marks are trademarks of Intel Corporation. Our own certifications are 'in pursuit' until a 3PAO assessment or agency ATO says otherwise.
